Austin Water staff told the Water Forward Task Force that commitments in both the Water Forward Plan and the Water Conservation Plan require quarterly implementation reports, and staff intends those reports to be calendar‑year based and to begin with the first quarterly package anticipated by May 8.
Staff said the reports will combine qualitative updates, quantitative metrics and — where feasible — volumetric yields by strategy and activity. Examples of items staff intends to include are rebate counts tied to estimated water savings, quarterly gallons per capita daily (GPCD) and milestone progress (e.g., standard operating procedures and trainings connected to water‑loss mitigation).
Why it matters: Task force members said more frequent, accessible reporting will reduce the risk that the city learns of missed targets only after the fact, and that timely reporting will permit adaptive management of conservation and supply strategies.
What will be reported: Staff described a set of slides or PDFs for early reports and said dashboards might follow in later iterations. The first quarter (Jan.–Mar.) report is expected by May 8 to support Resource Management Commission and Water and Wastewater Commission meetings in May. Staff indicated the reports will include: - Leading metrics tied to expected savings (for example, counts of rebates and inspections). - Volumetric yields where practical; staff acknowledged some yields will be difficult to calculate in the first report. - Milestone progress status for activities listed in the two plans. - Quarterly GPCD and water use by customer category.
Water loss reporting: Staff said the water‑loss team is developing a concise set of metrics (examples: miles of mains or service lines replaced, leaks detected) and qualitative milestone reporting. Task force members asked for differentiation between proactive and reactive water‑loss activities.
Task force reaction: Members welcomed the reports as a tool for “adaptive management,” saying frequent, transparent updates will help identify countervailing forces or policy decisions that hamper plan implementation and allow course corrections.
