County approves two secure-transportation licenses for behavioral-health transports

Fremont County approved a Class A secure transportation license for AA Secure Ride (Class A limited restraint) and a Class B license for ADMAS Transport LLC, permitting both companies to provide non-ambulance behavioral-health transportation under local licensing rules.
The Fremont County Board of County Commissioners approved licenses allowing two private providers to offer secure transportation services for behavioral-health patients.
County Attorney Eric Bellas described the licenses and the difference between Class A and Class B services. "Class A allows for the use of limited physical restraint, if necessary, to protect the safety of the patient or property. Class B does not," Bellas said, adding that neither class includes chemical restraint.
Commissioners voted separately to approve the Class A license for AA Secure Ride (referred to in the agenda as "AA Secure Bridal" in the packet/transcript) and the Class B license for ADMAS Transport LLC. Roll-call votes were recorded as follows for the Class A item: Commissioner McFall ' Aye; Commissioner Bell ' Aye; Commissioner Grantham ' Aye. The Class B license passed by the same recorded votes.
The board did not attach additional conditions to the licenses during the meeting. County staff explained the licenses are intended to allow transportation of behavioral-health clients whose needs do not require an ambulance, with Class A permitting limited physical restraint when necessary for safety.
