City planning staff presented Feb. 10 a request to rezone property at 5400 Old Town Hall Road from C3P (planned commercial) to R4 (multi‑family residential) to accommodate a multifamily apartment development that's part of a larger Sevens development previously before the council.
Director White described the site as adjacent to I‑94 and Highway 53 and said the current proposal envisions five buildings of similar design with a combined total of roughly 305 units and a mix of studio, one‑, two‑ and three‑bedroom apartments. Director White noted that portions of the project had previously been subject to commitments under a prior development agreement tied to tax increment financing; two unit types highlighted in the presentation refer to units previously committed to meet percentage‑of‑AMI (area median income) rental requirements under the earlier development agreement.
Director White said planning commission review and site plan approval remain to be completed and that city attorney review and additional documents would be presented to council as the project moves forward. Council members asked about a proposed pedestrian overpass and whether its construction hinged on acquisition of property across the interstate; Director White said there is interest on the other side and that the final site plan will show access and corridor provisions for the overpass if it proceeds.
No members of the public signed up to speak at the Feb. 10 hearing; staff indicated additional approvals and documents will return to council once site plan and legal details are finalized.
