Building and grounds update: roofing, HVAC and athletic projects moving forward amid weather and contractor delays

The Beauregard Parish School Board Building and Grounds Committee received a broad maintenance and capital‑project update at its Feb. 10 meeting at the Central Office. Coach Green delivered the report on HVAC, roofing, athletic facilities and ongoing construction work across the district.
Coach Green said the maintenance team opened 96 new work orders in January and closed 69; about 40 work orders related to HVAC issues (mostly heating). He reported HVAC projects are in final stages, with three units not operating correctly — two at East (one working previously, now not) and one at South Bullard administrative offices — and said the remainder had been brought up to specification.
The committee heard that the South Boulevard roofing project is essentially complete, with only minor touch‑ups remaining and planned coating work. A primer issue resulted in primer runoff into the junior high cafeteria; the district hired a restoration contractor to make the space usable, paying $2,000 up front with the contractor expected to seek reimbursement from the roofing contractor.
Baseball and softball projects at multiple schools are near completion. Coach Green reported turf installation and batting‑cage turf are in place and dugouts and concession stand interiors are largely finished; remaining work primarily depends on delivery and installation of metal roofing and an electrician subcontractor. If materials and subcontractors arrive as scheduled, the contractor expects to finish within about a week. Coach Green said Maryville’s project is further behind, primarily because of field work and post installation delays caused by weather.
Committee members raised drainage concerns at the district football field adjacent to the elementary school. Staff said final drainage work was not part of the initial scope focused on the home side; full remediation would likely require extending multiple drain pipes north‑to‑south roughly 60–80 feet from the bleachers to a nearby ditch and may be considered in future bond funding if remaining bond proceeds are allotted to the work.
On mechanical systems, staff said Maryville’s boiler required a circuit board replacement that likely will require significant boiler work; temporary units (eight portable units) are in place and providing heat for events. An adjuster has been engaged and staff expect follow‑up contact from the insurer.
Several interior projects have been slowed by subcontractor availability and structural issues: at DeRidder Junior High, new urinals and hardware required additional structural reinforcement (angle iron and wall work) before fixture installation; Singer High School’s cafeteria project is about two weeks behind schedule after missing components delayed conditioning the building, but staff reported they are now ready to install equipment and expect faster progress.
Committee members were briefed on planning and upcoming bids: a four‑classroom addition at South Boulevard Elementary and a library restroom addition are in final planning stages and expected to bid in late spring; junior high auditorium and CTE projects and South Boulevard CTE and auditorium projects are scheduled to bid over the summer with the goal of having the district’s projects bid out within two years. Staff said they will hold weekly meetings (Tuesdays) until the active projects are complete.
The Building and Grounds Committee approved the Jan. 6, 2025 minutes and later moved to adjourn.
