The staff report said the proposed comprehensive‑plan changes would explicitly permit agricultural protection areas in accordance with Idaho Code Title 67, Chapter 97, and would remove language encouraging higher‑density development at the valley perimeter in favor of development proximate to existing infrastructure and service areas. The Planning and Zoning Commission recommended approval on Dec. 12, 2024.
