Valley County adopts comp‑plan amendment to encourage development near existing services and to allow agricultural protection areas

The Planning and Zoning Commission recommended approval on Dec. 12, 2024.
Public comment heard by the board included statements in support from individual residents and from Forrest Atkinson, McCall city manager, who asked for continued city‑county coordination on areas of impact. Central District Health submitted comments saying it had no objection. The staff report listed written comments from the Idaho Department of Environmental Quality and conservation groups recommending clearer language about what constitutes existing infrastructure and what measures should be used to limit development in timbered areas.
Deliberation and vote: After public comment and a brief discussion, the board moved to adopt Resolution 2025‑07 (comprehensive‑plan amendment), adopt Ordinance 2025‑02 (amendments to Title 9), and approve the ordinance summary for publication in the Star News. The motion was moved and seconded and passed by voice vote; the record shows the board called “Aye” and announced the motion passed.
