Collierville board approves second reading to consolidate public notice requirements in zoning code

On second reading Feb. 10 the board approved an amendment to Collierville's zoning code to consolidate public notice rules into a single section, reducing reliance on newspaper advertisements in favor of website, postcards, signs and other methods consistent with a 2023 state law.
The Board of Mayor and Aldermen approved the second reading and public hearing for Ordinance 2025-01 on Feb. 10, which consolidates public notice requirements for development applications into a single section of the town zoning code.
Jamie Gross, planning staff, presented the staffing-initiated amendment intended to centralize and codify the town's longstanding public-notice practices — including website postings, a town hall "Sunshine Board," property-owner postcards, on-site public notice signs and an interactive development activity map — while reducing the volume of newspaper advertisements when consistent with state law. Gross said the 2023 state law permits municipalities that use their websites for public notices to limit newspaper advertising in certain cases; Collierville will continue newspaper notices for matters required by state law such as annexations and rezonings.
Gross told the board the Planning Commission considered the amendment in January and recommended approval. There were no public comments at the Feb. 10 public hearing. The board moved, seconded and approved the second reading on a roll call vote that recorded aye votes from Aldermen Stamps, Robbins, Hall, Jordan and Mayor Maureen Frasier.
Staff said a third and final reading will appear at the next meeting, after which the consolidated notice procedures could be implemented.
