9-1-1 director reports system upgrades, rising text traffic and planned radio refresh

Jason Hammond, director for 9-1-1 operations, reported quarterly operational items including a planned version upgrade to the MPSCS radios (Motorola will pay for the upgrade), repair of rodent damage at the Brown Road radio tower, and completion of a CatAcad interface with HVA for mapping and call-type integration. Hammond said a follow-up meeting is scheduled to resolve mapping details and that a large tabletop exercise at the American 1 Event Center addressed a potential train derailment scenario at the H.P. Fuller site in Michigan Center.
Hammond reported growth in texting to 9-1-1 and nonemergency lines (about 2,500 texts last year, up from about 1,200), continuing efforts to address analytics issues with Motorola and AT&T, and an average dispatcher talk time of about 84 seconds (up about one second from the prior year). He noted radio console hardware (purchased circa 2017) has a life expectancy through about 2030 and will need eventual replacement, and that the agency continues to evaluate cloud-hosted CAD/mobile/records options and the use of AI to manage some nonemergency calls. He also said Pyramid (the tower builder) has proposed marketing available tower space to carriers; the contract was sent to county attorneys and will return for committee consideration if executed.
Committee members praised improvements in address handling and the 9-1-1 team’s performance. The committee moved to receive the 9-1-1 quarterly report and recorded a unanimous voice vote.
Ending: 9-1-1 staff will continue to work on analytics fixes with vendors, pursue the planned radio upgrade, and return with any contracts or tower-advertising proposals for legal review and committee consideration.
