Ohio Army National Guard asks board to clarify recruiter policy; district staff to follow up

A Staff Sergeant with the Ohio Army National Guard asked the Elyria City Board of Education to clarify district practice for classroom visits by military recruiters, saying he had arranged a classroom presentation that did not go through the principal's office and was told the district does not allow military recruiters in classrooms.

Staff Sergeant Harold Shire told the board he had arranged a classroom presentation and believed the teacher had authority to invite recruiters under district policy for career-awareness activities, but he was told the district does not permit military recruiters to present in classrooms. "I'm looking for some clarification on why that is," he said.

A district official responded that the usual protocol is to contact the building administrator first, and administrators will advise whether an activity may occur in a classroom, at lunches or at a job fair. The official said it is important that building administrators be the first point of contact so they can guide whether an individual presentation is permitted.

Board members and staff noted they did not want to misstate the policy and promised to check the matter. The superintendent asked for contact information so staff could verify whether the teacher had followed the required process and whether the statement that military recruiters are excluded is accurate. The official said she would "check that with her and make sure that we're on the same page."

No change to district policy was adopted at the meeting; staff said they would follow up with the sergeant and confirm the district's practice.

The exchange points to two distinct issues the board said it would clarify: whether teachers may invite career presenters directly if coordinated with the principal, and whether there is a standing restriction that treats military recruiters differently from other career presenters.
