Board members raise public comment process review; plan to update policy book

Board member Grant Reeves presented draft suggestions to streamline and clarify the district’s public comment procedures. Reeves said the existing public-comment process appears to have been omitted from the online handbook and proposed an advance sign-up option and other measures to provide more efficient responses and the ability to route issues to the appropriate administrator before or during the meeting.
Board members discussed grouping related public comments by topic, the possibility of designating a spokesperson for extended presentations, and the need to avoid curtailing public participation. One member suggested limiting the length of written drafts in the packet but retaining flexibility to allow a longer spokesperson presentation for complex issues.
The superintendent said the board policy book will undergo a comprehensive review with NEOLA, a policy-services vendor; the revision process will be iterative with drafts returned to the board for review before final approval at a subsequent meeting. Board members asked Reeves to email his draft to the full board for feedback prior to the next meeting.
No formal change to the public-comment rules was adopted at the Jan. 10 meeting; the item was placed into the board-policy revision process for further consideration and formal action at a later date.
