County board approves administrative transfers for compensation transformation after amendment

Supervisor Rowland, who presented the amendment, said the administration's request initially covered both the 2024 and 2025 waves of employees slated to receive adjustments. "The county board has only seen the groups of folks who are slated to receive this in 2024, and we have not yet received the report of folks who would receive this increase as part of the batch in 2025," Rowland said, arguing the board should approve the known 2024 group now but require a return to the board once the 2025 list is ready.
The board adopted Rowland's amendment before voting on the overall transfer. The clerk recorded the amendment vote as "60 ayes, 2 no's; the amendment is adopted." The item was then adopted as amended; the clerk recorded the final adoption in the minutes as adopted.
Why it matters: the administrative transfers fund immediate payroll and social security cost increases tied to the county's multi-year compensation effort. Board members said they supported transparent oversight of which classifications or individuals will receive increases in the subsequent 2025 wave.
The resolution, filed by the Director of the Office of Strategy, Budget and Performance, authorized transfers from a central salary-cost org unit to departments impacted by the compensation changes. The adopted amendment directs the administration to return to the board in 2025 with a specific list identifying the employees or job groups slated to receive the later wave of increases.
Board discussion emphasized oversight and timing over the substance of the salary adjustments. Several supervisors voted against the amendment and/or final adoption during roll call, citing a need for more review time; others said delaying the transfers would disrupt payroll accounting.
The board did not change the total funding request; it added the reporting requirement for the 2025 wave.
