Arts Commission forms Arts and Culture Master Plan subcommittee to review 2018 plan

The Carlsbad Arts Commission voted unanimously on Feb. 6 to establish an Arts and Culture Master Plan Subcommittee to review the status of the 2018 Arts and Culture Master Plan and recommend how the commission and staff should proceed.

Commissioners framed the subcommittee’s purpose as producing a summary report of progress against the master plan’s action matrix and a recommendation on whether the next master plan should cover five years instead of the current 10-year horizon. Craddock introduced the item, noting the 2018 plan was adopted before the COVID‑19 pandemic and that staffing and other changes have affected implementation timelines.

Nominations and approval: Commissioner Nasiri nominated herself; Commissioners Breyer and Ferroni also volunteered to serve. Commissioner Carrillo was named as an alternate. Commissioner Bridal moved to create the subcommittee and to nominate Nasiri, Ferroni and Breyer with Commissioner Carrillo as alternate; the motion was seconded and carried unanimously.

Scope and deliverable: Commissioners described the subcommittee’s expected deliverable as a summary of the master plan’s progress to date and a recommendation to staff on how to proceed with the next planning cycle (timing and scope). Staff said the work is intended to be completed within the current fiscal year and to provide direction to staff ahead of 2028, when the existing 10‑year plan would expire.

Meeting mechanics: Commissioners discussed limits on membership to avoid a quorum (state open‑meeting constraints) and asked staff to allow alternates to serve when regular members are unavailable.

Ending: Staff will document the subcommittee membership and next steps in meeting minutes and begin scheduling subcommittee meetings.
