San Antonio zoning session continues four items, approves contractor-site rezoning with conditions

San Antonio City Council convened its zoning session on Feb. 6, 2025, and voted to continue multiple rezoning items while approving a rezoning for a construction contractor facility at 9438 South Preston Street with conditions.

The council agreed to continue agenda items 5, 7, 8 and 13 to March 20, 2025, and to continue items 14 and 15 to Feb. 20, 2025. The council also approved the consent zoning agenda (items 1, 2, 3, 4, 9, 10, 11 and 12). Separately, the council approved rezoning item 6 — a change from C-2 to C-2 CD with a conditional use for a construction contractor facility at 9438 South Preston Street — after staff and the zoning commission recommended approval with conditions.

Why it matters: Rezoning decisions affect nearby neighborhoods, land use and future development patterns. Public commenters urged the council to preserve residential zoning in one contested matter and raised concerns about alcohol sales near a college in another.

Public comment and neighborhood concerns Mary Ann Smith, identifying herself as a homeowner with the Mission Del Lago Homeowners Association in District 3, urged the council to reject zoning application Z202410700230, which she said would convert residential land to allow a funeral service provider. "Denying the zoning change will allow us to preserve space for affordable single family homes and create opportunities for first time homebuyers," Smith said, adding later, "I urge you to stand with the residents of Mission Del Lago and reject the rezoning application." Smith said she and her partner moved to Mission Del Lago after relocating from Seattle and that preserving single-family housing is important to homeownership rates on the city's South Side.

Jack M. Finger, a public commenter, spoke about item 1, an alcohol variance, and asked why alcohol sales should be allowed so close to where college students live, referencing Incarnate Word University and the Texas Alcoholic Beverage Commission. Councilmember Jalen McKee Rodriguez clarified for the record that the proposed location in item 1 sits next to existing alcohol sellers, including a filling-station tap room and a business named Cheesy Jane's.

Item 6 rezoning and conditions A staff presentation described agenda item 6 as a rezoning from C-2 to C-2 CD with a conditional use for a construction contractor facility at 9438 South Preston Street and said staff and the zoning commission recommended approval with conditions. The conditions described in the record included an eight-foot solid fence along property lines abutting single-family zoning or uses on San Juan Road; a minimum Type C 15-foot buffer where the property abuts single-family zoning or uses on San Juan Road; no temporary signage such as wind waivers, pennants or snipe signs; downward-facing lighting directed away from residential zoning; and no access from San Juan Road. Councilmember Villagran moved to approve item 6 with the conditions as read; the motion carried.
