Board approves conversion of assessor position 901-006 to residential appraiser 2; other conversions deferred

Kootenai County commissioners on Thursday approved a conversion of an assessor office position to allow a planned hire to begin next week, while deferring two other requested classification changes pending additional organizational information.
Deputy Assessor Dyson Savage presented the request, explaining the assessor’s office seeks to convert a vacant lead appraiser position so the department can hire at a lower grade and use salary savings to upgrade two existing appraiser 2 positions to appraiser 3s in place of long-serving staff members who are effectively performing higher-level duties.
Savage said the office is scheduled to bring on an appraiser 2 on Monday but that the open slot is currently classified as an appraiser 1. To accommodate that hire, the assessor asked the board to convert position number 901-006 from a lead appraiser to residential appraiser 2. The board approved the single conversion by recorded vote.
Commissioners expressed concern about approving midyear classification changes without seeing an organizational chart and a history of prior position changes. Several commissioners asked staff to provide an org chart showing where positions were, where they are now, and the dates of any prior conversions so the board can review the broader staffing picture before approving further conversions. The assessor’s office agreed to return with that information for items listed as agenda items 5 and 6.
Brandy Falcon (auditor/accounting) noted the auditor’s office had been given position-number projections without direct links to agenda items, and commissioners agreed future agenda descriptions should explicitly list the specific position conversion requested so the public and board members can follow the request more easily.
For the hire starting Monday, staff reported the incoming appraiser will be hired at step 2 (a returning appraiser) and that conversion of position 901-006 will enable payroll and hiring to proceed.
