Land Use Authority approves multiple plat amendments, tables Kent subdivision, and clears Queens Ridge preliminary plat

The Washington City Land Use Authority met Feb. 5 and took action on several subdivision and plat matters.
Findlay Farms Phase 3 (amended final plat): Staff said a previously planned common area detention/retention area is no longer required and the applicant, David Johnson, proposed converting that area into a residential lot. Staff concluded the amendment conforms to R-1-8 zoning and recommended approval. The land use authority approved the amended final plat on a motion by Commissioner Tupelo, seconded by Commissioner Scheel; the roll call vote was unanimous.
High Chaparral at Washington Bench Phase 3 (amended final plat): The applicant (listed as Beth Streeper) proposed combining approximately 0.48 acres of open space with Lot 124 to create a 0.78-acre lot. Staff found the amendment complies with R-1-10 zoning and the subdivision ordinance and recommended approval. The land use authority approved the amended final plat; Commissioner Davis moved approval and Commissioner Scheel seconded. The vote was recorded as unanimous.
Indian Rivers (amended and extended final plat): The applicant sought to extend Lot 3 to the north by approximately one acre. Staff said the change conforms to RA-1/2 zoning and recommended approval. The authority approved the amendment on a motion from Commissioner Tupelo, seconded by Commissioner Davis; the vote was unanimous.
Kent Minor Subdivision (final plat amendment): Staff reported Lot 2 did not meet the two-acre minimum. The applicant requested a continuance to March 19 to pursue either a zone change or a lot-line adjustment. The authority agreed to continue the item to March 19; Commissioner Schill moved to table and Commissioner Tupelo seconded. The motion passed unanimously. Staff stated no public participants were present and the public hearing will be rescheduled for March 19.
Queens Ridge Phase 5 (preliminary plat): The preliminary plat for phase 5 was modified after a geotechnical study found a large fault line through the originally approved layout. The applicant proposed reducing phase 5 from 20 lots to 15 lots and converting Castle Drive from a through street to a cul-de-sac; rockery walls and tiered retaining walls were proposed to address grade changes. Staff recommended approval with conditions. Commissioners discussed lot configurations, retaining walls and CC&Rs; staff and the applicants representative said the revised grading and driveway plans reduce impacts to adjoining properties. Commissioner Mitchell moved to approve the preliminary plat with the findings and 13 conditions; Commissioner Davis seconded. The motion passed unanimously.
Votes for the night were recorded on the public record for each item; in each case the land use authority recorded unanimous support among commissioners present. Several items referenced coordination with HOA agreements and trail or park amenities the city plans to develop in association with subdivision changes.
