Commission recommends rezoning at 723 East Red Sands Drive to R-18

The Washington City Planning Commission on Feb. 5 recommended approval of Z-25-02, a request to rezone approximately 0.46 acres at 723 East Red Sands Drive from PUDR to R-18. The applicant is listed as Rex Don.
City staff said the rezoning would allow the applicant to develop a two-lot residential subdivision. Staff noted the parcel is surrounded by R-18 zoning on all sides and recommended the commission forward a recommendation to the city council.
Commission discussion included the status of a nearby cul-de-sac and the citys recent acquisition of that portion of the right-of-way. Staff said the city has an agreement with the homeowners association to develop a trail/amenity area adjacent to the cul-de-sac and that the city intends to dedicate the remainder of the cul-de-sac as public road in the future. Staff described a cooperative arrangement in which the applicant helped pay legal expenses that facilitated the citys ability to acquire and dedicate the right-of-way.
Commissioner Tupelo moved to recommend approval of Z-25-02 to city council based on the two findings in the staff report; Commissioner Davis seconded. The commission vote was unanimous: Commissioner Schill — Aye; Commissioner Mitchell — Aye; Commissioner Tupelo — Aye; Commissioner Davis — Aye; Commissioner Bullock — Aye. The item will proceed to city council for final action.
Staff said the rezoning conforms to the R-18 designation and posed no immediate subdivision code conflicts; the commission recorded the recommendation to council during the Feb. 5 meeting.
