Staff described the project as a partnership with the City of Santa Rosa Water Department and said the chosen wall is on property owned by Burbank Housing at 23012 Dutton Meadow. Meredith, a project staff member, told the committee the wall is roughly 580–880 feet long and about 7 feet tall and that the total project budget is $30,000.
The committee heard that the request for qualifications was open to muralists across the United States, that 18 submissions were received, and that the selection process requires the chosen artist or artist team to be willing to collaborate with a local tribal member or be a local tribal member. Meredith said three artists will be selected to receive a request for proposals and that selected artists will be paid $500 each to prepare proposals, leaving an estimated $28,500 for project work.
Meredith outlined the selection timeline: round‑one virtual scoring the week of Feb. 17, a second‑round selection panel meeting tentatively scheduled for March 6 from 3 to 5 p.m., and a projected reconvening in May for final artist selection. Committee members were asked to appoint one to two APPC members to serve on the physical selection panel.
Committee member Lisa volunteered to serve. A motion to approve Lisa serving on the selection panel was moved and seconded, and the committee voted unanimously to appoint her.
Committee members also noted site logistics (mounting, potential void space on the long wall) and that the overall park improvements connected to the mural project are expected to be completed by the end of 2026. Meredith emphasized that painting the entire wall was not mandatory and that applicants could creatively propose how to use the large surface.
The committee recorded the appointment and directed staff to proceed with the advertised selection timeline.
The committee’s next meeting is scheduled for March 3, 2025, when members said they will continue to monitor the selection process and reconvene for final approvals when needed.
