The Conewago Valley policy subcommittee on Feb. 5 reviewed Policy 252 (dating violence) and directed administration to add clarifying language limiting the district's investigative and disciplinary jurisdiction to incidents that occur on district property or in connection with authorized district functions.
Board members and administrators discussed the district's responsibilities if a student reports dating violence that occurred off school grounds. Administrators stressed that the district has obligations as a mandatory reporter and that, when they learn of an allegation involving a district student, they must assess safety needs, coordinate with threat-assessment teams, and arrange protective measures so that the student is not endangered while at school. Members agreed the district should continue to report suspected criminal conduct to child protective services or law enforcement when appropriate.
Several board members expressed concern, however, about language in the policy suggesting the district "shall investigate promptly all complaints of dating violence and shall administer appropriate discipline to any student who violates this policy" without a clear statement limiting school jurisdiction to on-campus incidents or authorized functions. To resolve that concern, the subcommittee asked staff to insert clarifying text tying the duty to investigate and discipline to the district's jurisdiction (district property or authorized functions) while preserving the district's obligation to use threat assessment and to coordinate with outside agencies when off-campus criminal allegations are reported.
Subcommittee members asked administration to return a revised draft for the next meeting. The group did not adopt final changes on Feb. 5.
