The Yuba City Council introduced an ordinance by title to change the planning commission’s membership and organization from seven at-large members to five commissioners appointed to coincide with the city’s five council districts.
Staff explained the proposal would: reduce the planning commission to five members, align commissioners’ terms with the councilmember who nominated them, allow a nonvoting Sutter County liaison to provide input, and permit a councilmember to seek removal and renomination of their district appointee. The ordinance also authorizes the council to nominate a planning commission member to serve on the Sutter County Planning Commission, subject to county confirmation.
The council introduced the ordinance by title only and approved the motion to introduce it; staff said a second resolution will be presented at the subsequent council meeting to remove current commissioners and reappoint them under the new ordinance as an interim step. That process preserves existing commissioners’ service until district-specific nominees are selected by council members from each district.
Councilmembers said the change reflects the council’s earlier decision to move from at-large to district elections and aims to improve geographic representation on land-use decisions. The ordinance will return for a second reading and further public comment at a future meeting.
