Council approves plats, equipment purchases and safety studies; annexation ordinance adopted

The Middleton City Council on Feb. 5 approved a package of routine and project-specific items including subdivision final plats, utility equipment purchases, a road safety audit and an annexation and rezoning ordinance for 397 South Cemetery Road.
Council’s actions included final-plats approvals for Carlton Meadows South and a revised plat for Falcon Valley Phase 8 (the latter approved conditionally pending confirmation of an irrigation easement). The council also approved procurement and construction contracts and task orders: the purchase of a standby pump for the Pines Pump Station ($11,070); a task order with Keller and Associates for a road safety audit of North Cemetery Road ($20,795); and a construction contract award for the Middleton Place Park lift-station upgrade with AME Electric (notice of award and contract not to exceed $114,800). The council authorized the mayor to purchase water meters and accessories from Zenner USA as part of the consent agenda.
Miss Stewart, planning staff, described the annexation and rezone application for 397 South Cemetery Road, saying the parcel is approximately 15 acres, lies adjacent to city limits and that staff recommended approval. The council voted to approve the annexation and rezone and then read, waived readings for, and adopted Ordinance No. 707, formally adding the property to Middleton and classifying it AR (Agricultural Residential).
Public works items approved included a purchase order for a spare pump for the Pines Pump Station and authorizations tied to existing budget lines. Jason Van Gilder, the city’s public works director, told the council the standby pump is standard practice (“we would like to get a third pump, which is our standard procedure to have a spare one on the shelf”).
Several approvals included conditions or follow-up requirements. The revision to the Falcon Valley Phase 8 final plat was approved subject to confirmation that the irrigation facilities crossing the subdivision are protected and that the irrigation easement issue is addressed before release of plat materials. A purchase/contract for two street lights at the Cornell mini-roundabout (not to exceed $13,150) was authorized on the condition that a memorandum of understanding (MOU) with Greater Middleton Parks documenting power and maintenance arrangements be completed first; Jason Van Gilder told council, “We would probably also need to get that MOU done, which, could be a month or so.”

Why it matters: These votes advance several near-term construction and public-safety projects (stormwater/irrigation coordination and sewer lift-station redundancy), secure equipment spares for wastewater operations, and expand the city’s boundary and control over a 9.5-acre parcel intended for agricultural use related to a sewer treatment pilot project.
What’s next: Staff will return with required documentation on the Falcon Valley irrigation easement before final plat materials are released; the MOU with Greater Middleton Parks was requested by council prior to any street-light installation; and the road safety audit contractor will conduct counts and deliver recommendations (the audit is a study, not a design contract).
