Yuba City awards $983,306 contract for aquifer storage and recovery well drilling

The Yuba City Council awarded a $983,306 construction contract to NorCal Pump and Well Drilling Inc. for Phase 1 (well drilling) of the city’s Aquifer Storage and Recovery (ASR) Well No. 3 project.
Deputy Public Works Director Kevin (presenting staff) explained the ASR system allows the city to inject excess surface water into a groundwater aquifer for later recovery during droughts. The project received a California Department of Water Resources grant of more than $6.3 million. Phase 1 covers drilling; Phase 2 — equipping the well with pumps and motors sized from Phase 1 data — has a current 50% design estimate near $7,000,000, staff said.
Councilmember Tony Cole moved the contract award and adoption of the environmental document, and the council approved the motion by voice vote. Staff said the low bid of $983,306 is about $175,000 below the engineer’s estimate; the construction estimate including a 10% contingency is roughly $1,275,000. The ASR account balance reported at the meeting is $3.6 million; staff said additional funding will be addressed in future budget updates to cover Phase 2.
Staff noted a single public comment on the environmental review from the Regional Water Quality Control Board, and said required permits and permit conditions are incorporated into the contract and will be obtained before operations begin. Council directed staff to proceed with the award and return with the usual contract execution steps.
