The House Human Relations & Aging Committee voted to adopt its committee rules for the session.
During initial housekeeping, a committee member proposed adding an explicit rule requiring digital distribution of bills at least 24 hours before hearings and votes. The chair declined to accept a formal rule change on that point during discussion, saying members will ‘‘always have every bill you vote on … 24 hours in advance’’ under existing practice. A motion to adopt the committee rules was made, seconded and put to a voice vote. The chair recorded one nay; the rules were adopted and the chair said the committee would move on to departmental presentations.
The committee did not adopt a separate, formal standing rule amendment requiring a 24‑hour posting because the chair declined to entertain that amendment during the meeting; the chair stated the practice of providing bills in advance would continue and that leadership‑recommended rules carry forward with only minor tweaks.
