Chesterfield County Council approves planning ordinances, surplus declarations and appointments

The council approved third reading of a comprehensive plan ordinance and a separate ordinance establishing the planning commission; council members described the comprehensive plan as a "baseline, entry-level document" that state law requires and said it can be amended as needs arise. "This is a baseline, entry level document that I think is going to have to be amended in several different ways," one council member said during debate.
On utilities and land use, council approved the Duke Energy Progress Philo Ordinance on third reading and the Second Master MCP Park ordinance (also described as related to Duke Energy Progress) on third reading. Council members confirmed that buffers and vegetation guidelines are in place for projects reviewed under these ordinances and noted there would be opportunities to tweak requirements on future applications.
The council declared a packet of 15 vehicles and equipment items as surplus so the county can remove them from inventory and sell them through the county's online auction (GovDeals); proceeds will return to the capital equipment account. The motion to declare surplus was made by Council member Curtis and seconded by Ms. Burns; the vote carried.
Council also confirmed a slate of zoning-board appointments: Trey Starling was reappointed to the zoning board of appeals, Travis Johnson was appointed for District 1, and Patrick Davis was reappointed following a nomination by Bishop McClendon. Each appointment was moved and seconded and carried without recorded opposition.
Procedural votes earlier in the meeting included adoption of the meeting agenda and approval of January minutes, both approved by voice vote. The council took no formal action on agenda items referred to executive session; executive session was convened for attorney-client and negotiation matters and concluded with no votes taken during the closed session.
