Council member Gilmore said he had questions about what appeared to be a single‑vendor procurement. Michelle Barbasco, environmental services manager in infrastructure, told the council staff used a sole‑source procurement because the plant's upstream control equipment is also made by Trojan Technologies and switching vendors would void the existing warranty.
"If we went with a different vendor, it would void that warranty on that equipment," Barbasco said. She described the procurement as a single‑source decision tied to warranty and equipment compatibility. Council members thanked staff for the explanation.
A motion to approve the contract passed 6-0 on the council floor.
The contract award covers the UV module upgrade work at Herald Street and the staff presentation indicated the procurement approach was sole source to preserve warranty coverage; the council did not amend the award during the meeting.
