Council awards $ Sands Construction contract for Prairie Center Park Phase 1, adds 186 parking stalls and pickleball courts

The Olathe City Council on Tuesday approved the award of the Prairie Center Park Improvements Phase 1 contract to Sands Construction LLC for project PN4C-1622.
City Engineer Nate Baldwin told the council the project will add a new parking lot west of the northern lot with 186 new parking stalls, install sidewalks to improve connectivity, add two pickleball courts between the north lots, and replace deteriorated concrete concourses on the south fields.
Baldwin said backstops for the four south fields and safety netting were procured under a separate contract brought to council in October. The park improvements are funded by the city's park sales tax, he said.
A council member who pulled the item for brief discussion said the project is substantial and that citizens should be able to see how park sales tax dollars are being used. Baldwin responded that the project aims to relieve congestion and improve spectator safety, noting the new backstops and netting should reduce foul balls reaching parked cars.
A motion to approve the engineer's estimate and award the contract passed on a 6-0 roll call.
Contract documents in the council packet identify the parking expansion, courts and concourse replacement as the principal elements of Phase 1; the council did not alter the contract award during the meeting.
