Cal Water says city’s requested profit-and-loss statements provided; CPUC rate decision months away, assistance programs available

Shannon McGovern, a Cal Water representative, updated the Marysville City Council during public forum that the utility has provided the profit-and-loss statements and an infrastructure improvement plan the council had requested related to Cal Water’s pending General Rate Case filing with the California Public Utilities Commission (CPUC).
McGovern said the CPUC is expected to be at least six to 12 months from a proposed decision on rates and that Cal Water will provide periodic updates. She said the company has shared present percent-based breakdowns of how customer revenues are allocated in Marysville as part of materials filed with the CPUC.
McGovern also told residents the company offers customer-assistance programs similar to those of other utilities, including flexible payment plans (Promise Pay) and income-qualified assistance. She urged residents experiencing hardship to call the company at (530) 742-6911 to explore options and noted that program eligibility thresholds are higher than some residents expect.
Cal Water staff identified a meeting scheduled for March 3 at 11 a.m. at the Cal Water office on D Street for developers and contractors to review permitting and construction processes; McGovern said a calendar invite would be shared with city staff. She also said Cal Water is cooperating with a consultant (Dan Bregman) on a comprehensive rate analysis and will provide data requested by the city.
Council members asked clarifying questions about the timeline and about where assistance eligibility information appears; McGovern said the qualification details are available on Cal Water’s website. No council action was taken; the presentation was informational and recorded during the public forum portion of the meeting.
