Pleasant Grove council: pro tem appointment, consent items approved; vehicle surplus and theater sponsorship pass

Pleasant Grove City Council on Tuesday approved multiple routine and policy items, including a mayor pro tem appointment, two resolutions and a set of consent items discussed in the meeting.
The council appointed Councilmember Diana Anderson as mayor pro tem for 2025. The nomination was moved and seconded and carried by general voice vote.
The council approved its consent agenda (items A–F), which covered routine payments and administrative matters. Mayor and council members voted in favor and the motion carried.
On separate action items the council adopted Resolution 2025-05 declaring several police trucks surplus as part of the department's fleet rotation plan. The resolution authorizes the mayor to declare seven 2021 Ford F-150s and four 2020 Ford F-150s surplus and direct disposition according to city policy; the motion was moved by Councilmember Williams and seconded by Councilmember Rogers and carried on recorded vote.
The council also adopted Resolution 2025-06, authorizing the mayor to sign a five-year rolling sponsorship agreement with the Hale Theater Foundation for the Arts and Education related to the Ruth and Nathan Hale Theater in Pleasant Grove. Under the agreement the city will receive four donor-level seats and 20 tickets per show for internal use, plus limited facility use (three times per year) subject to theater scheduling. City staff summarized an economic-impact study prepared by Lewis Robertson Birmingham: the study reports an estimated $714,000,000 economic activity over seven years at the county level and notes an estimated mid-$42,000,000 fiscal impact to Pleasant Grove City, Utah County and the state across the same period; staff said the study is available for review.
During open public comment, a local business owner, Todd Davis, asked about rezoning a commercial property on State Street (238 East State) to allow a licensed massage therapist to operate. City Administrator Scott and Community Development staff advised him of the application process: complete an application with Community Development, which is reviewed by the Planning Commission (typically monthly) and then forwarded to the City Council; staff estimated the process can take about two months.
No budget appropriation for the theater sponsorship was identified in tonight's discussion; the agreement includes a one-year notice provision allowing either party to discontinue at the end of a one-year notice period, and the five-year term automatically rolls forward unless either side opts out.
The council ended the meeting after discussing a recently released iteration of state school-district legislation; staff said they are coordinating with nearby cities and will provide a synopsis at a future meeting.
