At Tuesday’s Clinton City Council meeting the council approved several routine but consequential items, including a special use permit for a mini-storage expansion, a renovation bid for the Sampson Community Theatre, a small grant appropriation for recreation and multiple board appointments.
Special use: The council granted a special use permit to expand an existing mini-storage facility at 1564 Hopton Highway. City staff said the 6.34-acre property lies in a highway-commercial district and is bordered by residential zoning to the east. The applicant, Frank Owens, proposed two new 25-by-250-foot buildings and one 15-by-250-foot building. The council considered the required special-use standards from the City of Clinton Land Development Ordinance and found the proposal met the standards; the motions on each standard were moved and passed, and the final approval was moved by Mr. Dubose, seconded by Mr. Becton, and passed unanimously.
Community Theatre: The council awarded the lowest bid for the Sampson Community Theatre renovation to Brock Construction Company of Goldsboro for $245,136. The city previously received a $350,000 grant to complete renovations including front façade and balcony work. The council authorized awarding the bid and authorized the city manager and attorney to finalize contract negotiations; the motion to award the bid was moved and seconded and passed unanimously.
Budget amendment: The council appropriated an $8,750 grant received for the recreation department to purchase athletic supplies. The appropriation was moved and passed unanimously.
Delegates and appointments: The council named Reverend Becton as the Mid Carolina voting delegate and Mr. Robles as the alternate for that organization’s March meeting. Tyler Baxter was appointed to the Board of Adjustments, and Satora (Satoria) Leggett was appointed to the parks-related vacancy; both appointments passed unanimously.
All motions related to the items above passed on unanimous voice votes; staff will proceed with contract negotiations, permitting and required next steps for each item.
