Council refers utility-box artwork concept to Arts Council for localized pilot

Councilmember Harper brought forward written correspondence about decorative treatments for utility switch cabinets and transformers at the Feb. 4 Marion City Council work session, asking whether the city could pursue wraps or painted treatments similar to nearby communities.
Harper described photographs from other neighborhoods and recounted resident feedback that the utility cabinets on the northeast end of the Central Plaza are obstructive and unattractive. He said Clear Lake’s approach uses removable wraps allowing easier replacement after graffiti or damage.
Staff recommended referring the request to the city’s Arts Council to advise on scope, permissions and whether the effort should be a community event or limited to a targeted area. Council discussion favored a targeted pilot — for example, uptown or a smaller area with high visibility — rather than a citywide rollout.
City staff said many cabinets are owned by utilities and that the Arts Council and staff would need to coordinate permissions and maintenance. The council had no objections to the referral and directed staff to proceed with the Arts Council review and a subsequent recommendation to council.
