Council extends contract with state legislative consultant for one year; plans RFP next year

The San Marcos City Council voted 7-0 on Feb. 4 to approve Resolution 2025-14R, extending the city’s contract for state legislative consulting services with the law firm Bickerstaff Heath Delgado Acosta LLP for one year with the possibility of two additional one-year renewals and an estimated $30,000 authorization for the year.
Councilmember Miss Garza asked for context so constituents could understand the committee review and the firm’s track record. Lawrence Herley, director of Communications and Intergovernmental Relations, told council staff plan to issue a request for proposals in the coming year to assess services and ensure the city is getting what the Legislative Committee is requesting. Herley said the firm’s contract began in 2018 and that the firm has provided testimony and assistance on policy matters such as the city’s sales-tax sourcing work and other legislative priorities.
Miss Garza said the firm has helped the city in the past and emphasized council’s intention to “make sure that the dollars things that are affecting San Marcos legislatively [are being handled] as best as possible.” The council then approved the resolution; Mister Scott moved to approve and Mister Mendoza seconded the motion. The motion passed 7 to 0.
Staff said the upcoming procurement will allow council to reassess requirements for the coming legislative sessions and ensure alignment with council priorities.
