McKinney council unanimously approves Chapter 380 agreement for Petoskey Plastics after executive session

The McKinney City Council voted unanimously Feb. 5 to approve a Chapter 380 economic development agreement amendment for Petoskey Plastics following an executive session.

The council announced it had convened an executive session under Texas Government Code sections for attorney consultation and economic development (Tex. Gov't Code §§551.071, 551.087) and for deliberations regarding security devices (Tex. Gov't Code §551.089). After the closed meeting, Councilman Phillips moved to approve “the Chapter 380 agreement in regard to Petoskey Plastics as discussed in executive session”; Councilman Franklin seconded. The presiding officer called for the vote and the motion passed. Councilman Phillips asked that the record reflect unanimous approval.

City staff identified the executive-session item on the agenda as an amendment related to “Hitoskie Plastics Inc.” The council’s public action used the name Petoskey Plastics; the council did not provide additional details in open session about the terms of the agreement, any amounts involved, or the identities of other parties.

No other public deliberations or votes were recorded on the item at the Feb. 5 meeting. Council members did not read the agreement’s terms into the public record during the meeting.
