Vince Hughes, a borough staff member, said the State of Alaska requires the borough to commit to convey the property to the current owner before the Department of Natural Resources (DNR) will issue a final patent. Hughes said the approved ordinance from the assembly will satisfy that requirement and allow the borough to convey the property to Mary Sturman by quitclaim deed.
The ordinance is presented as a corrective, not a new land sale; Hughes described the issue as stemming from an erroneous recording nearly 40 years ago and framed the ordinance as the step DNR needs to complete the patent process.
