Council approves $228,900 task order for intersection design at West Bear Creek and Southwest Moreland

The Glenn Heights City Council unanimously approved Resolution R-06-25 on Feb. 7, authorizing Task Order No. 01A with Westfall Engineering, PLLC, for engineering design, field office and surveying services at the intersection of West Bear Creek Road and Southwest Moreland in an amount not to exceed $228,900.
Parviz Porozizian, director of planning and development services, said the work will include schematic design for the ultimate condition, right-of-way identification and acquisition support, survey work and installation of a traffic signal for the current condition. He said a traffic engineer will analyze whether a roundabout is feasible; if so, the consultant would proceed with roundabout design.
Porozizian described the project as phased. Phase 1 will address current congestion by installing either a temporary signal or a roundabout depending on the consultant's analysis; if a signal is chosen, a later Phase 2 would deliver the ultimate boulevard-style two-lane improved intersection coordinated with planned street expansions.
Councilmembers asked about materials and temporary options. Porozizian said wood-pole traffic signals cost roughly $150,000 to $200,000 based on his contacts, and that temporary, trailer-mounted construction signals were considered though prior proposals are dated and prices likely have changed. He also said wooden poles can remain in place or be supplemented with additional poles later; permanent metal poles are typical for final installations.
The council voted 6-0 to approve the task order. The action follows a master services agreement with Westfall Engineering approved in January 2023 that authorizes up to $500,000 for professional engineering services; the task order will be charged to that agreement.
