Julina Hildreth of the Kootenai County Auditor's Office told commissioners Feb. 4 that the assessor's office and treasurer are continuing testing and coordination and that the clerk's office has received the ad valorem and certified rolls. "Tax bills went out in February," Hildreth reported, and staff continue to work with state reporting dashboards and on‑base adoption among departments.
Hildreth said the assessor and treasurer plan more frequent meetings (twice a month) while testing continues and that most processes are proceeding smoothly with a few reporting dashboard issues under resolution.
Commissioners reported takeaways from the Idaho Association of Counties winter meeting. Commissioner Duncan flagged artificial intelligence as an area the county will need policy on and said a draft policy exists for review. He also described recent area‑of‑impact (AOI) discussions: new guidance indicates AOIs may need sewer and water within five years; that requirement affected a prior county case where a city could not guarantee sewer within a shorter timeline.
Commissioner Metari, who chairs the District 1 legislative committee, said the committee is working with state legislators on legislation affecting county operations, including 9‑1‑1 and a potential resort tax; he also said growth often does not pay for itself and cited University of Idaho research on infrastructure costs associated with growth.
Commissioner Duncan noted a county with a cell phone tower ordinance discussed differences between 4G and 5G considerations and suggested staff review other counties' ordinances. He also said a comp‑plan workshop recommended counties avoid embedding a future zoning map inside a comp plan.
No formal actions were taken at the Feb. 4 meeting on these items; commissioners requested follow-up information and indicated they would review draft policy and ordinances in future meetings.
