Kootenai County staff report no contract increases so far for justice building; furniture pricing under review

David Mendez of Turner & Townsend told the Kootenai County Board of Commissioners on Feb. 4 that the justice building project remains within the guaranteed maximum price and that recent items are being handled through contingency rather than contract increases.
"This is all, still under the, the GMP for the project," Mendez said, adding that some contingency items moved from tentative to finalized and others remain awaiting pricing. He said an item previously thought to carry cost turned out to be no-cost and that a contractor accepted responsibility for repairs to damage noted in the project record.
Mendez said the board approved changes to Courtroom 1 last Thursday that total roughly $12,000 and that, "we have to make the change and pay for it and then the courts will reimburse." He said the county would flag the invoice so courts could provide reimbursement, and that timing for state reimbursement is unclear because "they did not put a deadline on this."
On furnishings, Mendez said the FF&E supplier initially proposed higher-end items; staff asked for lower-cost alternatives and was seeking revised pricing and options by the end of the week so commissioners could review before an order must be placed in February. "They're in a higher end supplier, they're having to go out now to some lower end more affordable pricing," he said. He also said staff will present elective items separately so commissioners can decide what to include.
Commissioners requested multiple options and physical samples or images. Commissioner Eberlein asked for comparisons and item numbers to assess whether similar pieces could be used across offices to save money. Mendez said furnishings are organized "by floor, by room" with subtotals and a breakout of elective items.
Mendez also said the project team is finalizing which items will be funded from contingency and which, if any, will be reimbursed by outside parties. He reiterated timing goals for presenting revised FF&E pricing so the county can place its order in February.
The update did not present new contract increases or formal actions; staff noted follow-up items for pricing, sample furniture options, and confirmed the reimbursement arrangement for the courtroom change.
