Lamar council applies for federal STBG funds for Fourth Avenue reconstruction; adopts resolution committing local maintenance funds

The Lamar City Council voted Feb. 4 to submit an application for Surface Transportation Block Grant (STBG) funding to reconstruct Fourth Avenue Southeast (Plymouth Street to Twelfth Street) and to adopt Resolution No. 25-6 to commit local funds and ongoing maintenance should the grant be awarded.
City staff described an upcoming project list and presented estimates for the Fourth Avenue project. During the presentation staff cited engineering costs and a grant-local funding breakdown; staff said the grant request would cover 75% and the local match 25%, and provided figures during the meeting (staff stated a grant-share figure of $1,415,757 and a corresponding local share of $471,919; staff also discussed engineering costs). The staff presentation included a proposed scheduling target of fiscal year 2029 if the grant is approved.
Council members discussed timing and the condition of blocks that staff proposed to include. One council member noted the city had recently been awarded a different project (Seventh Avenue Southeast) and said that multiple application cycles are typical when seeking STBG funding. A motion to approve the STBG application for the Fourth Avenue PCC reconstruction project for fiscal year 2029 was moved and seconded and the council voted in favor.
Council then moved to approve Resolution No. 25-6 to officially commit local funds and maintenance responsibilities for the project; a roll call vote followed and the resolution passed.
