Kaufman County Commissioners approve bond paperwork, grants, contracts, equipment purchases and code updates

Kaufman County Commissioners on Thursday handled a mix of routine business, grant applications, contracts and administrative items and approved motions on all items presented.

The court accepted the minutes from January and approved the deputation of Amber West to the tax assessor‑collector’s office. The court also authorized public notice and posting required to pursue sale of 0.251 acres in Kemp to an adjoining property owner; county staff said the parcel will add to the adjoining property’s parking area.

Public safety and grants: The court accepted the Kaufman County Sheriff’s 2024 racial profiling report and unanimously approved resolutions allowing county staff to apply for several juvenile‑justice grants. The court authorized application to the juvenile justice and truancy grant program (up to $100,000 per application) to support intervention services through the justice of the peace, precinct 2. It also approved grant applications and matching arrangements for two prosecutors/investigator positions: a Violence Against Women Act (VAWA) misdemeanor family violence prosecutor and investigator (30% local match; estimated match $66,810.40) and a Project Safe Neighborhoods request to fund a misdemeanor street‑crimes prosecutor and investigator (100% funded under the grant, county said).

Purchases and interlocal agreements: The court approved purchase of a John Deere skid steer for Precinct 1 under Sourcewell contract 011723, and approved utilization of a Texas bid contract (and related Dallas County interlocal procurement references) for repair of Kenny Road 4083. The court also approved an interlocal cooperation agreement with the City of Mesquite to fund construction of a temporary traffic signal at FM 741 and Heartland Parkway at a cost to the county of $377,316; county staff said the signal is included in TxDOT widening documents but temporary funding was requested now because the larger construction funding is not yet available.

Facility, code and administrative items: The court approved a lease for the county events building commonly referred to in court documents as the “Rabbit Hutch” (the motion limited the lease to that building and required annual reauthorization by the court). The court voted to adopt amendments to the Kaufman County fire code (Appendix A) to expand the board of appeals to eight members with a quorum provision and approved appointments to the Board of Appeals with staggered initial terms to create offset expirations.

Stormwater and signatory authority: The court approved submission of the county’s MS4 stormwater management plan and the related notice of intent and fees to the Texas Commission on Environmental Quality (TCEQ). Because the TCEQ filing requires an executive officer signatory, the court designated the county judge as the authorized signatory for filing the notice of intent.

Procedure and votes: Most motions were moved and seconded with the court voting “aye” to carry each motion. Where presenters supplied figures, county staff noted funding, match and potential term lengths for grant positions and said positions would begin October 1, 2025 if funded. The court did not hold an executive session and adjourned at the end of its agenda.
