Commission recommends approval for 380-unit Oxhill/Amtex multifamily proposal at North Loop

The City of San Antonio Zoning Commission voted to recommend approval of an Oxhill/Amtex proposal to rezone property near North Loop for a multifamily development the applicant described as a two-phase project totaling 380 units.

Why it matters: If City Council follows the commission’s recommendation, the rezoning would enable a large multifamily development the applicant said is targeted to include several three- and four-bedroom units and on-site amenities; the applicant said partners would include YMCA and Pre-K 4 SA to provide resident services.

Darren Hansen, identified in the hearing as vice president of Oxhill/Amtex, told commissioners the company has developed in Texas since 2011 and presented examples of completed projects. Hansen said the proposal contemplates two development phases, that phase one is the portion submitted to staff for review and that the project design would include four-story buildings with elevators, energy-efficient features and community amenities such as pools and shared outdoor spaces.

Staff presented the file, including notification counts and consistency analysis with the city’s future land-use guidance. Commissioners asked about site access, flood-prone areas to the north and compatibility with surrounding industrial uses; the applicant and engineers described multiple access points and said the design responds to existing site constraints.

On a motion to approve, the commission voted in favor; the recommendation will be forwarded to City Council for final action. Commissioners who spoke in support cited the need for family-sized multifamily units and alignment with ongoing area-planning efforts the city is conducting.
