Christy Davenport, the county management assistant, requested approval of a cell phone stipend for Commissioner Bullock and a reallocation of budgeted funds plus authorization for payroll to start the stipend. Davenport identified the stipend level as $320. A commissioner moved to approve the stipend, the reallocation and the payroll authorization; the commission voted in favor.
The commission approved Resolution 2025-09, a tax-cancellation request, with one change: the board directed staff to delete the $150 landfill fee from the cancellations and to consult the county assessor, Anita, before finalizing the item. Commissioner discussion noted that, while counties often still charge landfill fees for tax-exempt entities, the board had discussed the issue previously and wanted the assessor to review the change. The motion to approve the resolution with the landfill fee removed passed.
The board also approved Resolution 2025-10, described in the packet as authorization to exchange or grant property to Power County. Commissioners voted to adopt the resolution as presented.
On technology administration, staff reported that an Apple developer account request had been signed previously but Apple requested additional information, including contact names, email addresses and phone numbers. County staff said they would resubmit the request with the additional contact details and the board acknowledged that action.
The commission authorized publication of a 45-day public-comment notice for Title 3 projects for the county Search and Rescue team, approved a memorandum authorizing Melissa Hartman to sign employee paychecks and time cards, approved salary-rate-approval forms and approved minutes from the prior meeting. All motions on these routine items were moved and passed by voice vote.
