Ada County commissioners approve contracts, resolutions and licenses; deny vape license

Ada County commissioners met Feb. 4, 2025, at the Ada County Courthouse in Boise and approved a slate of routine and substantive actions including contract awards, revised land‑use findings and two county resolutions.
The board ratified an appointment to the Central District Board of Health, approved revised findings of fact and conclusions of law on two land‑use applications, awarded multiple bids for county projects, adopted a revised fee schedule for public hearing room use and authorized additional emergency communications spending for the Lucky Peak radio site upgrade. The board also denied an alcohol/tobacco license application for McNabb’s Vape and Delivery because of outstanding fines and approved a separate license for Mala House.
The ratification confirmed Commissioner Caitlin Caldwell’s appointment to the Central District Board of Health to fill a remainder term ending June 30, 2025, with a new term beginning July 1, 2025 (end date not specified in the meeting record). The board voted without recorded roll call to ratify the appointment.
On land use, the board approved revised findings of fact and conclusions of law for application 202402286‑CU‑MSP‑B (a conditional use/master site plan request associated with a car wash and ancillary measures near Lake Hazel and Five Mile) and for application 202301060ZCDASVACPR relating to the Feather Creek Ridge subdivision. Staff told commissioners the revised findings incorporated conditions discussed at the January public hearing, including requirements on noise mitigation, a sound wall, landscaping, hours of operation and water treatment for the car‑wash proposal.
Procurement actions included awarding bid 25,015 (Ada County Sheriff’s Office health services unit roof replacement) to Kano Roofing Incorporated, doing business as Signature Roofing, as the lowest responsive bidder in the amount cited in the county procurement letter ($364,702). The board also approved purchase orders under bid 25,024 for horizontal landfill gas piping materials, awarding divisions as recommended: Ferguson Enterprises (geotextile division) for $19,981.20; ISCO Industries (HDPE pipe division) for $98,801.20; and Docal Resources for two fittings divisions ($1,387.20 and $224.65).
Two procurement matters were tabled for further review: RFP 25013 (design‑build for a temporary jail kitchen complex), which had a sole proposer, Cotton Logistics, was tabled for final ranking and award recommendation until the Feb. 18, 2025 meeting; and rebid 25023 (Coroner’s Office imaging room remodel, FY25), which drew 10 responses and was tabled to the Feb. 11, 2025 open business meeting for ranking and award recommendation.
The board opened and closed a public hearing and adopted Resolution 3063, which sets a fee schedule for public use of the Ada County public hearing room; commissioners said the fees were structured so users, not taxpayers, cover costs. The board also adopted Resolution 3064, authorizing additional emergency communications expenditures for the approved Lucky Peak radio site upgrade project (part of 9‑1‑1/communications upgrades).
On licensing, the board approved three catering permits and authorized the chair to sign the related documents. The board denied the license application for McNabb’s Vape and Delivery (21 64 S South Bridal Avenue) because of outstanding fines referenced in the sheriff’s office review and county ordinance; the applicants were told they must pay the fines or change license applicants to reapply. The board approved the license application for Mala House, 3027 North Cole Road.
Other administrative actions approved included the claims journal dated Jan. 31, 2025; personnel actions; approval and ratification of several agreements (one previously signed and the remainder authorized for the chair’s signature); and the treasurer’s request to cancel long‑outstanding personal property tax delinquencies for parcels the office could not locate for collection (delinquencies related to tax years 2017–2019; specific amounts not listed on the agenda and described in the meeting as minor amounts).
The board also handled routine minutes approvals and a package of agreements related to Expo Idaho and other county programs and ratified one agreement already signed. Commissioners indicated follow‑up on procurement reviews would occur at the Feb. 11 and Feb. 18 meetings.
