City schedules April repairs after engineer finds joist damage under Cultural Center theater floor

Public Works staff told a committee the city will lift and rebuild a sagging floor in the Cultural Center theater after a structural assessment found water damage and failing joists.
Public Works reported that a contracted structural engineer inspected the theater and recommended stabilizing work that includes “sistering” damaged joists, installing four jacks beneath the platform and installing a roughly 30-foot steel beam to restore structural integrity. The package also includes new subflooring and replacement of the finished surface.
Director of Public Works reported the city issued a purchase order to Mount Valley Foundation to perform the work and that the bid came in about $25,000 under the budgeted amount. The total price tag stated for the project is $76,000. Because work must be performed under the stage and inside the facility, staff said they coordinated dates with Cultural Center staff and now expect work to start in April to avoid disrupting scheduled events.
A committee member asked whether the floor posed an immediate safety hazard; Public Works responded that the structure is currently sound but that the sagging floor will be repaired to restore a safe, long-term condition.
Public Works fielded additional questions about scope, the engineering assessment and scheduling. Staff said the repair will make the under-structure sound so the city can consider future finish options, including carpet or sanding and staining, once the structural work is complete.
