Manager highlights: Pump Station 4 underway, Power & Light updates and FERC seismic analysis

Borough Manager Brett Giesbrecht provided operational updates at the Feb. 3 assembly meeting covering capital projects and utility matters.
Giesbrecht said contractor Rockin Road has been issued a notice to proceed on the Pump Station 4 project, with construction expected to begin in March or early April and pumps ordered through Alaska Pump and Supply. Power and Light reported receipt, inspection and placement in service of a new digger truck. The manager also said Power and Light is working through additional requests from the Federal Energy Regulatory Commission (FERC) for seismic hazard analysis on the Crystal Lake Dam following a 2018 Part 12D safety inspection footnote; the borough is awaiting FERC comments on a dam stability analysis submitted in summer 2023.
The manager noted grants and loans remain under review after a recent federal-level pause and subsequent legal/memo activity; staff said many grants were initially paused and then allowed to move forward but some remain on hold and the borough expects clearer guidance in weeks to months. The manager thanked the Volunteer Fire Department for responding to a nearby structure fire that did not spread to borough property and said preliminary work is underway for flooring repairs in low-income housing commercial kitchen cooler/freezer areas.
