Scotland County commissioners on Feb. 3, 2025 agreed by consensus to advance a proposed amendment to the county’s mobile home ordinance after receiving a recommendation from the planning and zoning board.
Planning staff reported that the board met on Jan. 15 and recommended an amendment that would require any new incoming manufactured home or single‑ or double‑wide to be no older than 30 years at the time of placement. The planning board said it preferred 25 years if feasible, but recommended 30 as a practical standard with inspection exceptions.
Ed Johnston, the county attorney, suggested that the ordinance provide an inspection exception for habitability and safety issues as part of any age limitation. Commissioners expressed support for a 30‑year threshold with language allowing exceptions after habitability inspection.
