Scotland County board adopts updated rules and procedures to improve agenda transparency

The Scotland County Board of Commissioners on Feb. 3, 2025 approved edits to its rules and procedures designed to increase transparency and ensure commissioners have legal and factual information before taking action.
County leaders said the changes will require those seeking an agenda slot to provide details about what they are asking the board to do and under what authority. The edits also formalize a staff role in helping prospective presenters prepare materials, and direct the county attorney to research statutory authority when needed.
“We want to know exactly what we’re being asked to approve, support, [or] fund,” a commissioner said during the discussion. The changes, staff and attorneys told the board, help the county attorney prepare legal advice in advance rather than being asked questions on the spot.
County Manager and legal staff reviewed the draft changes with the board prior to the vote. After discussion, the board voted to adopt the revised rules and procedures; the transcript records the motion as carried on voice vote.
The new process aims to reduce last‑minute requests appearing on the agenda without supporting documentation and to make clear the legal basis for requests so commissioners can make informed decisions.
