Plan Commission approves driveway widening for Crew Car Wash and site plan for Lewis Avenue warehouse

The City of Eau Claire Plan Commission on Feb. 3 approved two permit amendments: a requested driveway widening for a Crew Car Wash site at 3620 Gateway Drive, and a site plan for a warehouse complex at 3136 Lewis Avenue.
For 3620 Gateway Drive, the commission approved a request to increase the driveway width at the property line from the typical 30-foot maximum to 40 feet. Planning staff said the widened driveway supports turning movements for large trucks (for example, garbage trucks and box trucks) and that the site’s traffic impact analysis and proposed dedications of right-of-way on South Hastings Way and Gateway Drive support the change. Jared Jones, representing Crew Car Wash, said the wider driveway is needed to allow garbage trucks to enter and exit without impacting other site elements: “We requested the wider driveway to support that garbage truck movement… the location that it's shown currently is the best location that we could find.”
Staff recommended a condition requiring a revised landscape plan to reflect relocated islands, dumpsters and curb changes. The plan commission approved the driveway modification and accompanying site adjustments on a roll-call vote; the staff report cited Section 16-36120(b) (driveway standards) as the approval pathway for driveway widths exceeding the typical 30-foot maximum.
Separately, the commission approved a site plan for a multi-building warehouse development at 3136 Lewis Avenue presented by Everyday Survey & Engineering. Staff said the site meets applicable code with a small number of conditions: submittal of stormwater drainage calculations, use of fully shielded outdoor lighting if any is proposed, and that any outdoor dumpsters be placed in full enclosures. Mark Erickson of Everyday Survey & Engineering told commissioners the owner concurs with the conditions and that no outdoor garbage enclosures are currently proposed.
Both items were acted on during the meeting as public discussions (not public hearings) and passed on roll-call votes recorded by the commission; conditions from staff reports will be applied at permit review and building-permit stage.
