If adopted in three readings, the ordinance would add a $26,736 homeland security cyber grant; increase the motor pool payroll budget by $82,595; increase Power and Light inventory by $45,000 to replenish poles and supplies; add $15,000 to Power and Light's heat pump rebate program; and increase motor pool travel/training by $8,697 to cover CDL licensing travel. The manager explained some payroll reallocations had been corrected after an earlier spreadsheet error.
Assemblymembers discussed whether external grant funding (including Southeast Conference heat-pump funds) remained in flux after an earlier federal-level pause on some grants; the manager said many grants remained on hold and the borough awaited clearer guidance. Member Lim asked whether state/regional grant pullbacks affected the borough; staff said there could be several weeks or up to 90 days before final clarity.
Clerk roll call recorded unanimous support on the first reading; the ordinance passed the first reading 6-0 and will return for additional readings consistent with the boroughs ordinance process.
