Council briefed on 2025 CIP changes; Gatewood drainage project added to five-year plan

City staff presented requested amendments to the 2025 proposed Capital Improvement Program (CIP) at the Feb. 3 work session, asking council to approve a $250,000 addition to a facilities improvement program and to include a new Gatewood Drainage Improvement project in the five-year plan.
Allison (city staff) told council the city received a grant from the State Energy Conservation Office to retrofit lighting in city buildings and requested adding $250,000 to the municipal facilities and miscellaneous tax-supported CIP appropriation to meet an August 2025 grant deadline; staff said the work will primarily take place at the police department building and will be executed by facilities management with no impact on the city’s 2025 debt issuance plan.
Staff also described a new Gatewood Drainage Improvement project with an estimated total cost of about $6,700,000. Crystal (city staff) said staff proposes funding the drainage work with certificate of obligation debt that would be serviced by the stormwater rate in a future year. Adding the Gatewood project would reduce the currently available stormwater debt capacity from $43.2 million to $36.5 million in staff projections. Staff said the Gatewood project is projected to begin in the first quarter of 2027 but that council asked staff to revisit the start date during next year’s CIP process (late 2025–early 2026) if resources become available sooner.
With the two changes, staff reported the 2025 proposed CIP appropriation would increase modestly: the 2025 tax-supported program area would rise by $250,000 to $18.2 million, and the overall 2025 proposed CIP would total $574,800,000. Staff said there would be no immediate appropriation change required for 2025 beyond the $250,000 facilities addition and that the Gatewood drainage start date may be revisited during the FY2026 CIP process.
Staff said the 2025 proposed CIP with these changes is scheduled for a final public hearing and adoption on Feb. 4. No final council vote on CIP adoption was recorded during the Feb. 3 work session.
