House Regulated Industries Committee adopts 2025–26 rules after amendment to membership language

The House Regulated Industries Committee approved its internal rules for the 2025–26 session after a member amended a line changing the number "12" to "9." Chairman Alan Powell presided over the committee meeting where the motion to accept the rules as written, with that amendment, was moved and seconded and adopted by voice vote.
Committee members said the rules are largely standard and that any procedural questions not covered by the committee rules will be resolved by the rules of the Georgia House. The motion to amend the rule — replacing the number 12 with the number 9 on line two of the draft rules — was introduced during the meeting and approved before the committee voted to adopt the full package for the session.
During the meeting Powell reminded members that the house rules prevail where the committee rules are silent and that the chair’s voting power and other procedural questions remain governed by House rules. The committee recorded the amendment and then voted on the full rules for the session; the chair announced the ayes had it after the voice vote.
Committee staff and members also used the organizational meeting to introduce new staff and three newly assigned committee members before moving on to subcommittee business.
The committee’s adopted rules will be filed with committee staff and will govern deliberations unless a House rule controls. The chair said staff and the committee will notify absent members about meeting times going forward.
Powell said the committee would take the adopted rules into account if amendments arise in future meetings and that committee members should consult the printed rules packet staff provided at the meeting.
The action means the committee will operate under the adopted internal rules for the 2025–26 session, with unresolved procedural points defaulting to the rules of the Georgia House.
