The Oktibbeha County Board of Supervisors approved a series of routine and substantive motions during its Feb. 1 meeting, including approval of the January minutes, acknowledgement of public-comments from local nonprofit and park volunteers, acceptance of a surveying report, authorization of several road- and shop-related purchases and steps to convert a part‑time county engineering post to full time.

The board unanimously approved the January minutes. It also formally acknowledged public comments from Stacy Parvin of the Starkville Community Foundation and representatives of the Unity Park Committee and Suddath Elementary's Touch-a-Truck planning committee.

On land records and surveying, the board accepted a property survey and surveyor report prepared for the County Barn/Cannon Road parcel and authorized the county to retain the same surveyor to establish the right-of-way and length of Ballard Lane. The board approved standard vendor work orders and purchases for road maintenance and drainage materials. It authorized replacement of corroded utility covers and the purchase of pipe and concrete for a drainage project; it also approved the sale of surplus metal covers and rims with proceeds to be solicited from local scrap purchasers.

On personnel and administrative matters the board voted to declare a 2016 Ford Explorer surplus and to authorize disposal; it approved recurring internet charges connected with the sheriff's camera project (the county's 365 project) and authorized routine vendor and payroll actions. The board repealed its earlier board order creating a part‑time county engineer, voted to create a new full‑time county engineer position and asked the county administrator to prepare a job description for board review.

Two notable items were deferred. The board received a request from Oktibbeha County Hospital for a supplemental FY25 appropriation (a $224,000 request to restore prior support that hospital officials say would make them eligible for a $52,000 pass-through grant). The board voted to table that budget request and directed county counsel and financial advisers to review legal and budget implications before further action.

The board also accepted a signed extension for a grant tied to the Northstar Industrial Park development; county staff will execute paperwork required by the Mississippi Development Authority.
