Elkhart County commissioners open highway bids and approve routine appropriations, storage license and annexation extension

Elkhart County commissioners opened a highway supply and material bid package and authorized staff to review and accept bids, and they approved several routine measures on Feb. 3, 2025.

Kyle Wagner of the county highway department presented multiple bids for aggregates, asphalt, calcium chloride solutions, deicing liquids, tracer wire and related materials. Wagner read individual line items and unit prices from vendors including Site Works Services LLC, Great Lakes Chloride Inc., The Klint Group, Reith Riley Construction Company, Elkhart County Grama, C and E Excavating, Asphalt Materials and American Wire Group. After the presentations, the board voted to "allow staff to accept and review" the bids.

The board unanimously approved an additional appropriation of $50,000 from the general fund to contract with RJL Solutions for consulting work through the end of the year. County Administrator Jeff Taylor described the request as "$50,000 for funds regarding a consulting agreement with RJL Solutions" and said the county would contract with RJL Solutions for a period of time through perhaps the end of the year.

Commissioners also approved a license agreement with 2000 Middlebury Street, Elkhart LLC for temporary, temperature‑controlled storage of courthouse furniture at $3,000 per month while project delays are addressed. County Attorney Steve Olson presented the agreement and noted the storage is temporary and temperature controlled; the board approved the license unanimously.

The board approved a resolution consenting to an annexation by the town of Syracuse and extended the time to complete the annexation process through March 1, 2026. The county attorney noted that this resolution is an extension similar to one previously approved and merely extends the deadline for Syracuse to complete the annexation.

At the start of the meeting commissioners also approved minutes from Jan. 6 and Jan. 13 and allowed payment of claims; both motions carried unanimously.
